On the 16th and 17th of February, an OPEN working meeting took place at Savannakhet University (SKU). There were three fundamental topics to be discussed during the meeting: the final review of the OPEN roadmap and its approval, the review and finalisation of the final version of the Laos University for Internationalisation (LUAI) Network, and of the Memorandum of Agreement.

First, the partners reviewed the final version of the roadmap that was to be approved through its signature. The partners agreed that the OPEN-Policy Roadmap was going to be signed, through an adhesion letter, by the president, the highest authority of each institution. They also agreed that the IRO of SKU was going to collect all those adhesion letters as well as the endorsement letter from the Ministry of Education and Sport, and then submit them to the project manager.

Secondly, they continued working on the establishment of the LUAI Network. They agreed on Lao name of LUAI (ຂໍ້ກໍານົດວ່າດ້ວຍການຫັນເປັນສາກົນ ຂອງເຄື່ອຂ່າຍມະຫາວິທະຍາໄລ ສປປ ລາວ). Some modifications were done to the statutes as it was fitting the preferences of the partners. A final version to be signed during the Final Conference of March 2023 was obtained.

Finally, for the Memorandum of Agreement (MOA) it was agreed that they were going to be signed by the president of each institution. Some suggestions appeared and some modifications. They prepared the signature of the document also during the Final Conference in March.
